Core technology replacement puts Enable NZ on a panel quest

Palmerston North-based Enable New Zealand is aiming to establish a panel of contracted ICT providers to support the replacement of its core systems.

An operating division of MidCentral DHB, Enable is the largest provider of disability support in New Zealand, providing assistive technology products, environmental support services and other disability services to over 70,000 people a year.

The organisation is looking to replace a number of core technology systems, including its legacy ERP system.

To facilitate that, it is seeking a panel of suppliers who can provide ICT services and support Enable's design principles and agile methodology (see chart below).

Enable primarily runs bespoke applications with JD Edwards -- installed in 2006 and nearing end of life -- as the current core ERP system.

"It is viewed as over engineered for the current business needs," a procurement document said. "The ‘then’ configuration no longer supports the ‘now’ service delivery model or requirements, presenting gaps in the system’s ability to meet current requirements.

Early in 2018, Enable released a registration of interest seeking to replace JD Edwards and discovering as a result a single ERP was no longer the desired outcome. 

"Further investigation was conducted to explore more flexible, scalable, extendable and future proofed SaaS or cloud based solutions that are right sized to meet the organisations strategic direction and the rapidly changing health and disability sector," it explained.

Enable has now implemented a standard customer relationship management (CRM) system using Microsoft Dynamics 365CE. 

"This CRM will provide the ability to collect data that will enable a 360 degree visibility of customer interactions with Enable New Zealand across all transactions and communications."

It will also be the new technology foundation, creating linkages to "seamlessly integrate" with other technology solutions and systems covering all aspects of the business operation.

Enable said its future will not necessarily include large or complex solutions, rather they may be smaller cloud-based solutions that can be easily integrated with others.

Panelists will participate in the project through a secondary closed procurement process. Enable said it would issue request for proposal’s (RFP’s) to the panel members seeking submissions for the provision of services and deliverables.

"Panel member responses to these RFP’s will be in the form of a statement of work or a service description document and may include but are not limited to general ICT support/labour, software, software support, development, implementation works, business analysts, architects, ICT project managers and coordinators."

Enable said its strategic priorities are focused on delivering an enhanced customer experience, employing efficient and effective service delivery practices and pursuing opportunities to grow. 

"In that respect technology is a critical enabler that determines the quality of the services provided and the customer’s experience."
