High-tech solution sought to automate Auckland parking enforcement

AT is aiming to enforce parking restrictions at speed
It's about to get a lot harder to nab a free car park in Auckland, with high-speed, automated parking enforcement on the way.
Current parking enforcement for on-street, permit and time restricted parking in residential areas is mostly enforced by officers on foot.
However, Auckland Transport (AT) has developed a licence plate recognition (LPR) enforcement strategy and is now looking to implement new technology to detect breaches of on-street parking rules at speed.
The initial deployment will be in all or some of the existing city-fringe restricted parking locations (Freemans Bay, St Marys Bay, Ponsonby and Grafton), however a tender document indicates new residential parking areas will be provisioned in the future.
"Auckland Transport is keen to transform from enforcement on foot to LPR technology for wider and more efficient coverage of the current and new residential areas," the document states.
AT, which outlined its transformation strategy in April, is seeking proposals for the supply of a vehicle mounted LPR enforcement system to assist in enforcing time restrictions in residential parking areas where residential permits are not used.
AT has already moved to pay by plate parking and intends to implement LPR enforcement for that as well.
"The objective is to achieve significant efficiencies with the enforcement of these areas," the tender adds.
AT is seeking a single LPR system capable of covering an area containing around 1000 car parks, while the system must also be able to read plates accurately 98 per cent of the time when travelling at speeds of 50kph.
Furthermore, the system must be able to recognise the style of infringement and process notices in an automated format, and must process and issue infringements on the street, alongside storing the infringement data for processing back in the office.
"The solution must be user-friendly to assist enforcement officers to quickly and confidently identify overstaying vehicles," the tender states.
The system must also integrate with key AT enforcement software (PinForce) and Permit software (ePermit) along with other integration requirements.
In addition, the solution must consist of vehicle mounted cameras, software and analytic capabilities, integration, a management platform, maintenance and licensing.
The supplier is expected to design, deliver, install and configure all elements of the solution as well as providing training and documentation.
"The solution will be deployed to a single vehicle in a test enforcement area as a pilot location," the tender states. "Performance will be monitored over a one month period.
"If the solution meets all of Auckland Transport's success criteria (to be agreed with supplier), the solution may at Auckland Transport's discretion be rolled out to other enforcement areas subject to a business case approval."
The deadline for proposals at 10am, 8 June with an anticipated contract commencement in July.
