Kordia Solutions handed $9.6M to jam mobile services in local prisons

Telecommunications services provider Kordia Solutions has been awarded two contracts from the New South Wales Department of Justice for the provision of mobile phone jamming services.
For a total value of $9.6 million, Kordia Solutions has been chosen to design, install and test a new mobile phone jamming system at Goulburn Correctional Complex, worth $5.9 million, and upgrade existing technology at Lithgow Correctional Complex, worth $3.7 million.
The Goulburn contract is for a three-year period while the Lithgow will go for two years.
In 2013, Kordia Solutions started a trial of jamming technology at Lithgow Correctional Centre after the Australian Communications and Media Authority (ACMA) granted an exemption to the law which bans mobile phone jamming.
Lithgow Correctional Centre has been the only Australian prison to have mobile phone jamming.
Now, the ACMA has granted Corrective Services an exemption so the system could be trialed at Goulburn Correctional Centre, including the High Risk Management unit known as Supermax.
"Both mobile phone jamming systems will utilise the latest generation equipment that allows selective jamming of various frequencies, which are monitored to prevent disruption to signals outside the prison," Corrective Services spokeswoman told ARN.
According to Corrective Services, the antennas used emit a signal at very low power, preventing mobile devices inside the prison from connecting to a networked mobile phone tower.
“Mobile phones are an important commodity in prisons and possibly inmates organise criminal activities on the outside and also intimidate victims,” Minister for Corrections David Elliott said in March.
“The introduction of phone jamming is just one of many examples of how we are investing in the latest technologies to tackle the issue of contraband in our prisons.”
According to Correctional Services, the long-term trial of signal jammers showed very few contraband mobile phone seizures in the past five years at Lithgow Correctional Centre.
Kordia Solutions was the highest-ranked tenderer for both Lithgow Correctional Centre and Goulburn Correctional Complex based on the combined technical and price score, according to the spokeswoman.
"Kordia Solutions is an established company with a good track record, offering an in-house solution with internal expertise."
Guild was appointed to lead contracting and consulting operations in the Kordia Solutions New Zealand and Kordia Solutions Australia business unit, while also sitting on the executive leadership team.
