FarmsOnLine system developer sought

The Ministry of Agriculture and Forestry (MAF) in Wellington is looking for a supplier to develop a web-based Geographic Information system (GIS) called FarmsOnLine.

The GIS will enable MAF to collect and manage property and ownership information to support a number of agricultural systems.

According to request for proposal (RFP) documents released this week, multiple existing systems and data sets have been developed to meet specific purposes. However, none of the systems provide up to date data suitable for animal tracing, biosecurity and the New Zealand Emissions Trading scheme.

The RFP states that data on farm properties is incomplete and there is a lack of national standards for data integrity. Changes to the Privacy Act also mean MAF no longer has access to property ratings information.

The developer will need to demonstrate project management, systems architecture and business analysis skills. The deadline for replies is Friday, June 20. More details are available on the Government Electronic Tenders website under ICCNZ reference 21991.
